How do you know when a collector is "3rd Party" ?

How can one tell when a collector that is harrassing me is a 3rd party and thereby gives me some rights under the FDCPA ? I lost my job on 2/1/02, so I've not paid any CC bills since then, unemployment barely covered the bare necessities. WFFNB (Victoria's Secret account) is first in line, so to speak. I owe them $560. The account went to charge-off a couple of weeks ago. Yesterday I get a letter from the "WFFNB Investigation Unit" (sounds so official and spooky !) and a call, stating that they are now attempting to collect the debt. From the letterhead, etc., its impossible to tell whether this is a 3rd party CA or not. Is there any way to find out for sure ? I only JUST started working 2 weeks ago, and its only a 3-month contract at that, so I could very well be back on UE when its done. I can't afford to catch up with ALL the past due payments and absurd 'full balance' demands being made from other creditors. MBNA is close to charge-off as well, and I owe them a lot more money. They want to offer me some "program" to pay them back, but I already know that even that payment is likely to be beyond what I can afford. In case you're wondering how they got to charge-off when 2/1 was less than the usual 180-day delinquency, the trouble started after 9/11 when I had a rash of 'disasters' hit me one after the other.. not the least of which was helping my fiance get thru a very bad time.. his 21yr old son was in World Trade #2 the day it got hit... it has been a tough road since then. Anyway, any advice would be appreciated. I need to know how much time I've got before these creditors try to sue me. Thanks !
