10 yr old Charge off account sent to collections

My husband had a bank account very briefly with Bank of America (state of CA) in 1992, he closed it. They just sent him to collections on this account which they "charged off" on 6/30/1992 per the collection agency. The bank had never even tried to contact my husband to reslove this in the last 10 years so why is it now going to collections? What can they do to collect on this debt? What can I do to fight it? Thanks for the help out there. kj
