Repeated debts on CR

I had a question. There are so repeated items on my husbands report. Like a credit card charged off by discover in 1996, but then reported again by a collection agency in 1998. This debt is reported twice on his report, once under discover and once under the credit agency. He refuted it with the CRA and they said that debts can be repeated over and over by different companies. I guess Discover has it reported as a revolving account and the collection agency as an open/ended account. They say this is what makes it different and they don't have to validate the debt at all. This does not seem fair...it is like a double wammy and the collection agency is restarting the clock from 1998. Can they do this? This did not go to court, no judgement and the SOL in my state has expired for that. Any ideas on what to do?
