Yes -you can call Fl. a "closed border" State.

However, it does allow registration of out of State CA's.so it is not as restrictive as Nev.

I believe I have linked the listing of Fl. CA's on my "Florida" link on my website,so you can look up any that you may be concerned about.

In addition ,there is total homestead exemption in Fl. and 100% garnishment exemption for "head of household"

The Fl consumer affairs dept. is rather ineffectual about doing anything about complaints in the area of FDCPA & FCRA,but that is true of almost all States.
