Ifyou have confirmation of closing the acount I would suggest the following. Call Citibank and ask to speak with there legal dept. And tell them you will be filing a complaint with the OCC {Office of Comptroller of the Currency} and your states AG and then, do so.
Also, see if this has been reported on your credit reports. If so, go to www.ftc.gov and read the Fair Credit Reporting Act. You have them on several violations. Accessing your report without a permissible purpose and reporting false information. You may sue them in small claims court for a $1000 per violation.
