I do not know if Scamco is a member of the ACC, however, I doubt that any complaint to them will have any effect, any more than a complaint to the BBB. Most States have laws prohibiting fraudulent extortion and harrassment under their criminal code. I generally suggest including the possibiliy of filing a criminal complaint against abusive ca's whenever appropriate.
