Camco, CA or not?.

Got this Mr. Ball on tape repeatedly telling me Camco is not a Collection agency. This is in regard to a debt on a discover card last activity was 4/91. Already sent a C and D and validation letter. But still unsure why they are not a CA and what difference it makes.
By the way NC alows taping with only one party's knowledge, but the call originated in Illinois which does not.
