Sueing during the validation process

Can a CA proceed with "legal action" even though they have not responded to my dispute and request for validation? It's been 5 weeks since I sent them my request. I know the law requires them to cease all collection activities during validation requests, but does that mean that even if it takes 6 months to validate a debt, they must still stop collection attempts?
