Paying off "bad debt"

I have a $100 debt to a utility company (now sold to a collection agency) from 1997 (placed on CR 2001. I have no recollection of not paying this bill, left a forwarding address where bills could have been sent, etc. I honestly belief the debt is not legit but it could be - check lost in mail or whatever. Anyway, only one of the 3 credit agencies removed it from my records when I portested, and the original creditor did not answer my letter asking for validation of the amount due. As I want to refinance a mortgage, i would like to move rapidly. Can I offer to just pay the bill, provided the collection agency agrees to remove this bad debt from my records? Has anyone tried this? I'm worried I might get shafted - paying the debt is an acknowledgement that I owed the money - I'd appreciate any advice or feedback.
