Citibank Interest Rate Skyrocketed!!!!

I have a Citibank card that has 3,600 on it when I first took it out it had no interest and then 13% and now 25%!!!!! I am so angry.. I can't afford to be throwing that amount of money down the gutter not to mention I will never pay this card off at that high of a rate. I contacted them and they will not lower my rate even though I told them I could not pay it and would have to consider bankruptcy. I am not considering bankruptcy at this point I don't want to ruin my credit but I thought that would make them bring it down a little, but instead they said since I was deliquint 1 time on my account in the last six months that they had the right to raise my rate. I paid a 35.00 late fee for that and it was only a couple of days late and the only time I have ever been late. Does anyone have any advice on how to negotiate with them? Thank you
