It means that an original creditor whose "home" is in Michigan, must use a Mi resident collection agency for collection activity within the State. So if you have a Mi based bank or store,they cannot "farm out" their collection activities. As to the "moral" requirements for licensing of CA's.-- wellll--if ALL the professions and occupations were only staffed by people who fulfilled their job's "moral" requirements for licensing-- we would have a BIG shortage of lawyers. health care professionals,real estate and insurance agents and we would have VERY FEW politicians still in office.
