Equifax inquiries

Have just received file from EQ showing an inquiry from DTC-Comcast-Dallas. Unknown to me. Does anyone have a clue as to what this is?
Also, a bank where we opened a checking account only has done a hard inquiry. I know that they called Telecheck before opening the account, but didn't expect the hit on my credit report. Can they do this in Texas?
