Removing a Tax judgment

After searching all of my tax information to dispute a matter with the ohio attorney general. I ran across two unopen letters. One letter was the all to familiar payment due letter. The second, was the Release and Satisfaction of Judgment. It tells me that everything has been taken care of and will be dischared upon payment of the clerk of courts.

I dont know how to take this, is this a random letter sent out? Is this their way of saying I was correct and they were wrong?

Im going to be on the phone tommorrow! Since this judgment showed up on my CR I am suprised to be getting this oops, pay the court cost and you are free. How the hell do I get this off of my record? Do I have any legal rights in that they placed this on me yet they were in the wrong? Let me mention that that letter was dated 12-22-01 and I just opened it this morning!
