questions about bad checks

For some reason or another my husband passed some bad checks in 1995. All of the accounts were listed on his credit report, but now are gone. Of course JBC is very interested now in collecting, and have tacked on insane extras. I have often read this board and have learned about C&D letters, SOL's, etc., but I have 3 questions:

1) Are checks considered written contracts? Are the rules that apply for credit card debt (which seems to be the prevailing type) the same for checks? and

2)PLEASE tell me there is some way I can settle his debts other than dealing with JBC. I would really like to "right" his "wrong", but I don't want to pay them! I know its wishful thinking to think I can walk into Walmart and write them a check to make things better (especially on a charged off account), but is there any other way to deal with this???

3) Does anyone know if there is an SOL as far as civil/criminal charges go? I've heard of people going to jail for passing bad checks. Should I worry that my husband has warrants out there for his arrest?

I have always been worried about paying the debts he accrued long ago, but now I am worrying about him getting into real trouble! We live in Virginia and I have not been able to find any pertinent SOL info on the state websites. THANK YOU for any advice!
