Creditor Texas Calling Neighbor PLEASE RESPOND!

I had my little old lady neighbor who is 70 tell me on Monday a lady called her asking if she knew me, where I lived, where I worked, and could she please look outside and see if I was at home? She asked for my phone # also. She left her name, name of collection agency, and her phone#. I called her and chewed her out. Okay, I deal with her get upset, etc. So, on Wednesday morn, she calls my neighbor AGAIN! This time she asks is she knows my husband and where he works! My husband is not on this account and it is ONLY in my NAME! The lady tells her my husbands name and WHERE he works! She then call my husbands work place!!!!!!!! Can she do this? She also calls, calls, and calls. She told me they could place a lein on my house, garnish my wages and ALL KINDS OF STUFF! The account is with Citi-Bank and this collection is out of Houston. Isn't this practice wrong?
