Can anyone just order up your credit report w/o asking permission?

I just looked at my TU report and noticed that the attorney's for Midland Credit who is suing me ordered my credit report back in April, as did Midland. Is it legal for the attorney's to do this w/o my permission? My second question: how do I find out of Midland is licensed and bonded in my state (IN) and does it matter if they are licensed and bonded if they are suing me but using lawyers from IN??
