Power of "Attorney"???

My Husband thought of this, what would happen, when we change bank accounts, with ONLY him on it, and something happens to him???How would I be able to access the accounts??He said we MIGHT be able to get a "power of attorney" whatever that is???Is there something yall could suggest??Since in Texas yall have said his Social Security and Retirement checks cant be touched..with only him on the account,,he is afraid that if something happened to him..I would be screwed..please, someone, suggest something..thanks
