how to determine date of last acitivity

How does one determine the date of last activity? I thought the dola was from the last payment made on the account....I have just been 'informed' by a collection agent (on behalf of Citibank) that the last payment has nothing at all to do with the date of last activity.

We have an old Citibank account with last payment made in January 1995. So we are well past the SOL if we go by that date.

However, the collection agency working on this account says Citibank 'reactivated' my account in 1997 - therefore the 'date of last activity' is 1997....which means the SOL has not run out yet...

How do you determine the date of last activity?

One other question - the amount is quite small - 800.00 - at this point in my life, I probably could pay that...but what I really need is an open credit card account, to help rebuild my credit. Our credit is somewhat ok (we were able to purchase a new house last year, with scores in the 660 area), but I haven't had a credit card since '95 and all my 'reason' codes on my credit reports cite a lack of revolving credit...

Is it possible to contact Citibank and offer to pay the amount in full in exchange for re-opening the account? Well, I guess it's possible, but is it LIKELY that they would do something like that? Anyone ever try anything like that?
