REPOST: Condo Situation - Why Chat, Poor Lawyer, etc. HELP

There's something VERY wrong with the following picture!

You all know the situation with my condo association - wretched institution as it is. They had a special assessment of $1100 due on May 1. I could not pay it all because I was unemployed. Instead, I doubled and tripled my payments. My normal condo dues are $220 a month, so here's what I paid:

May 1 - Total special assessment due of $1100
end of May - sent them a fax (I have confirmation) stating that I was in the process of refinancing and would settle when it was completed
Mid-June - paid them a check for $600 (normal dues, $220)
Mid July - paid them a check for $400
August 7 - sent them a certified letter RRR explaining that I was not presently drawing an income and could continue to make the additional payments I had been making and at that rate the assessment would be paid in full by the end of September.
August 14 - Mailed a payment for $250. Found it returned via an envelope tucked in my doorway with just my name on the front.
August 15 - received email message from association saying that it was in litigation to foreclose on their lien and that on August 8, their attorney sent me a certified letter returning the $400 check I sent in mid-July. Now, certified mail usually gives about three or four notices and then they send back the mail. August 8 to August 15 is SEVEN days - too late for me to get anything from them. In addition, they know that the mail is being tampered with at the mailboxes (clustered mailboxes with no locks).
August 27 - Someone who acted on my behalf called their attorneys and found that I now owe $2500 which includes a $900 attorney fee. They are willing to give me six months to pay it.

Now isn't that what I was doing already?
Now, even if I proceed to litigate against them I will have attorney fees to pay anyway!

There is truly something morally and ethically wrong with this picture.
