The most likely reason that nobody answered is because nobody knows the answer or wants to spend an inordinate amount of time searching the Pennsylvania codes. You said someone referred you to a case but you didn't even give us the case so someone, if they wanted to, could look it up and tell you what it
says. It's even unclear whether the FDCPA even covers parking tickets. My pesonal opinion is that it is unlikely that the sol on parking tickests would be two years. Common sense would have to ask what the collection rate would be if they were to "disappear" in two years.
