CA validates but not cease and desist - what to do?

I sent a validation letter (from Why Chat's Site) and on the letter I asked for a cease and desist. The company sent validation (although they did not account for $47), but they are still trying to collect. Is this a violation of FDCPA? What can I do? The CA has only been assigned the debt and does own it. I live in California.
