Credit report questions

I have several old (1996) accounts that show up as open, and "pays as agreed". Balance shows $0 even though I think money was owed. Does this mean that these acounts (credit card and revolving line of credit) are exempt from the SOL? Why would they remain open if no activity since 1996?

Also, any idea what "fcnb preferred charge" is?

I live in NY state. Thank you.
