Confused as to when sol is up

Got into debt 1996 worked 90 hour weeks to try to cth up but luck was aginst us. We went to debt couselors of America, couldn't mke the monthly payments. Finally filed chapter 13 in Sept 1998. Got bad lawyer advise (didn't get rid of the credit cards at that time..I knew no better) Couldn't pay chapter 13 after first yer. New lawyer told us to stop pying nd go into default so he could fix the original agreement and we could sell our house to pay off the IRS ($32,000). They were paid out of the sale but not the credit cards. (Aside: The IRS under billed us and later came back, quite legally, for another $5,000). The original creditors sold to a collection agency who started hounding us about two and half years ago...letters, phone calls etc. We now own another house which isn't worth more than $25,000. I have three kids, two under school age. I have a disability and can not work (or collect disability). The CA is only chasing me but we know they also bought my husbands debts too. NYS SOL is 6 years, when does that start running in my case and why are they waiting so long to file the judgement they threatened in 2002?
