why chat-Rma letter and validation

I received letter from Rma that some account has been placed with them.. On the back it says I have 30 days to dispute.. Im in a situation where I dont wont this on my report. California resident-last alleged payment 7-1998. If I request validatin via certified can they place on my Cr. What are my option to keep them from placing? BAsically, are they allowed to place during the initial 30 day validation request?
