There are laws even for INS. How can they PROVE that this guy intentionally racked up bills and intened not to pay.
The other thing is that credit card companies target college kids. Easy targets. Maybe this guy should be looking to sue the credit card company. He didn't understand what he was signing. (and he probably didn't)
I am a travel agent and I know a lot of foreign nationals and some have had credit problems and travel back and forth to the US without any problem. Show me the INS statue that proves your point.
