rights to verification of debt

I took out a loan in 1996 and only paid part of it. On my credit report the original bank I had the loan with and a collection agency was on it both with the same loan amount $274.98. I disputed the information on the debt and the original bank was taken off. Now the collection agency sent me a letter to "attempt to collect a debt and ant information obtained will be used for that purpose".
The last paragraph states:
"Unless you notify this office in thirty (30) days from receipt of this notice that you dispute this debt or any portion thereof, this office will assume that the debt is valid. If you notify us within thirty (30) days from the receipt of this notice that you dispute the debt or any portion thereof, or that you wish the name and address of the original creditor, if different from the current creditor, verification of the debt or the name and address or the original creditor will be obtained and provided to you" So I called the collection agency and asked for verification of debt and pretty much got the runaround from, "We can give you a number you can call to get the information and it'll cost you $35", to "Its not our responsibility to provide it to you", and "Yes I have a copy but I wont give it to you, I already gave you the Phone number.". Here is my question:
Is the collection agency obligated to provide me the verification of the debt by copies of what they have, or is it my responsibility to obtain the verification of the debt? And if they refuse to verify the debt does that mean it will go away?
