CA for Citibank won't send mail?

I just got off the phone with a CA for Citibank in Illinois. He is trying to collect on an accont that I haven't paid in 8 months. (It's not even CLOSE to SOL... only been past due for about a year). He told me he wanted to make an agreement with me to pay either (a) 75% of the amount due in one lump sum, (b) pay 1/3 in one lump sum, and pay the rest of the entire balance in payments, of, (c) he would file paperwork WITH MY EMPLOYER to have the money taken out of my paycheck. Can they do that?

I asked him to send me the information in writing, and he said he would not do that. He wanted a verbal agreement (which I would not give him) and THEN he would put the agreement in writing. This made me suspicious. Is it just scare tactics? He basically told me to either "take some responsibility" and "pay what I owe" or else talk to a lawyer about filing for BK. Should I be looking at BK right now, since there's no WAY I can pay what I owe on this account. (Or I would have already).

There's really nothing for me to dispute about the accont, unfortunately. It's not past SOL. The charges (I think) are all valid. I just couldn't keep up with the payments once I was supprting myself, a finacee with a back injury and ovarian cancer (therefore unable to work) and three kids (one is ours, the other two are her older kids). I just don't know what to do at this point. I'd like to call an ttorney, but I have NO money for one. My salary barely covers rent and basic bills. Ugh! Any advice?
